Northern Border Task Force Coordinator and Homeland Security Liaison
Olen Martin is the Director of Public Safety and Service for the City of Port Clinton, Ohio. Prior to his current position he was a Detective & K9 Handler of the Lorain County Sheriff’s Office – Drug Task Force, and is assigned as the Northern Border Task Force Coordinator, Homeland Security Liaison for the agency. In 2016 Olen was appointed to the Department of Homeland Security Immigration & Customs Enforcement/Homeland Security Investigations as a Task Force Officer assigned to the Cleveland ICE field office – Border Enforcement Security Team and holds a holds a Department of Homeland Security (DHS) Secret Clearance. Olen as the Ohio Northern Border Initiative Task Force (NBITF) Coordinator. As the NBITF Coordinator of a 57 agency multi-jurisdictional law enforcement task force implemented in 2007by Ohio Homeland Security focusing on Ohio's international maritime border with Canada whose mission is to detect, deter, prevent, prepare for and responds to threatened or actual terrorist events, and other law enforcement related incidents, enhancing the security and protection of Ohio’s international border through Marine, Air & Land Patrol enforcement activities under US Border Patrol's Operation Stonegarden.
Olen remains an active sworn Ohio Peace officer with 31-years of service, and has often been called upon to consult with agencies throughout the state and nation to assist agency investigative units providing technical and investigative assistance on unresolved homicides and complex criminal investigations. After the events of 9-11, Olen was profoundly impacted personally by the event like many and changed the focus of his career track toward Homeland Security matters entering the private sector conducting & supervising undercover investigations throughout the US & internationally. In 2004 Olen was called upon to serve as the Deputy Agent in Charge of the US contingent working with the Republic of Iraq’s - Commission on Public Integrity serving as special advisors focused on Anti-Corruption Investigations. Olen as the Deputy Agent in Charge supervised the CPI Special Operations Section.
From 2009 to 2013, Olen served as the Chairman of the Northeast Ohio Regional Area Maritime Security Subcommittee (NEORAMSS); an appointed by the USCG Captain of the Port of Buffalo and a member of the COTP's Port of Buffalo Area Maritime Security Committee for sector Buffalo and serves as on the Ohio NARCO Board of Directors as a District Director. In addition, Olen is an active participant with US Dept. of Homeland Security’s Domestic Nuclear Detection Office, serving on several the State & Local Working groups specific to the deployment of radiological detection equipment and detection of radiological and nuclear materials.
Mr. Martin is a Graduate of the Naval Postgraduate School’s – Center for Homeland Defense and Security Executive Leader Program. He led coordination of multiple joint International operations on Lake Erie with NBI Task Force Partners, US Coast Guard, US Border Patrol , Canadian Coast Guard, Ontario Provincial Police and Royal Canadian Mounted Police (RCMP) marine assets. He was instrumental in the creation and implementation of the NBI Task Force Preventive Radiological Detection program and Border Interoperability Demonstration projects; including an active PRD equipment deployment program on Lake Erie and the design and deployment of three (3) - Ohio NBI 350 Challenger, a 36’ command & control vessel with full radiological / nuclear detection capabilities to the NBI area of responsibility and the implementation of a vessel tracking system utilizing radar and vhf for command and control operations.
